Why are used car prices more than kelly blue book recommends?

When lookimg for used cars, especially cheaper ones, people nowadays are being very adoment about the value they are placing on their vehicles worth, even when kelly blue book says otherwise. This seems to be a form of price gouging and should not be tollerated in my opinion, especially in a down economy.
